Redwood Document Records - Seeded Issuing Comments FIeld Below DFFs

We have several DFFs on some of our Document Types. On the Redwood pages, the seeded Issuing Comments seeded field is now appearing below all the DFFs. In RUI it appeared with the other seeded fields before the DFF fields displayed. Can we change this?

The Issuing Comments is a primary field on several of our Document Types followed by a DFF field for Supplemental Comments. In the RUI pages, the seeded fields always appeared first on add/edit/view pages so it was a normal progression to see the Issuing Comments field followed by the first DFF for Supplemental Comments. But on the Redwood pages, the Issuing Comments appears as the last field above the Attachments. Why is this happening? Can we modify the field order to move Issuing Comments back up to how it appeared in the RUI pages? I
