Alert Error Preventing Save Not Working

Summary:

When a Compensation Plan is opened, users preload a column with values that trigger an alert that should prevent saving. When a user accesses the worksheet, the Alert is visible, however, if there aren't any changes made to the worksheet or the specific record the alert is showing for, the user can save the worksheet successfully, even though the Alert is triggered. I would think the Error would pop up. Any help would be greatly appreciated.
