How to hire an Ex-employee if the candidate profile type of Ex-Employee is missing

Summary:

We have a scenario where one of the Ex-Employee applied for an Requisition using External site and his Candidate profile which should show as Ex-Employee is not there in the system. So recruiter had to create the candidate profile manually but it is showing as External.

Candidate used the same personal email which was available on the Ex-Employee profile while applying the job but when we are creating the offer, the Action coming as "Add Pending Worker" for an rehire which is not correct.

Please advise how we can rehire this candidate now with same old person number.
