How do you create a HDL .dat file from an Excel Spreadsheet?

We are looking to update a DFF field on our Job Requisition Templates and cannot figure out how to create the .dat HDL file from a CSV.

We recently updated a LOV for one of our DFFs on our Job Requisition Templates. We are in need of updating lots of Job Requisition Templates to ensure that the proper value is applicable to the DFF field. I am looking for some guidance and cannot seem to find anyone who is versed in HDL for Job Req Templates.
