Budgeting method for long term incentive plan

Hi,
I'm configuring a Long Term Incentive Awards plan for my client and they have requirements as below and simply said, that would mean configuring both top down and bottom up methods in one bonus plan. Is it possible to do that? please could you advise?
Managers will be assigned share budgets for employees with the following criteria (refer to the LTIA matrix for LTIA%, discretionary limits and fixed awards):
- For Grade G7/6L+ employees - Bottom up method by the calculation ' LTIA Budget Reference% x New Salary = budget'. This budget can also be distributed by Reward by job family, grade and individually as well.
