How to give act as proxy access to HRBPs but only allow them to access divisional data by AOR?

Summary:
We have a requirement where line managers are responsible for doing the allocation but HRBPs should be able to act as proxy as a manager to assist but only allowed to see employee data restricted by their AOR. I know there are posts on this back in 2023 but wanted to ask if there has been any enhancement on this or any solutions that people have found to fulfill this requirement?
