Clarification Needed: State Miscellaneous Employer Taxable Accumulation in Vermont (OPTE vs. Vertex)

Hi Team,

While validating the OPTE and Vertex tax engines, we observed that in the OPTE tax engine, the State Miscellaneous Employer Taxable balance is being accumulated for Vermont (VT), whereas in Vertex, the same balance is coming up as null (i.e., 0).

Is there any specific reasoning or documented variance for this behavior in Vermont? If so, could you please share the relevant reference or documentation? If not, we will proceed to raise an SR for further investigation.
