Users are not found when adding to the approval group

Summary:

We are trying to add a user in the approval group however that user is not showing up even if it is existing in the Manage Users and has an employee record. We were able to add that user in a different group but afterwards, we were not able to add her in a new group. Is there a restriction to add user into an approval group?
