stuck in "Your account provisioning is in progress"

I have the well-known "Out of host capacity" on my account.
I thought I upgrade to paid, from free, which I tried probably more than a year now, but it got stuck in the process with:
"Your account provisioning is in progress. You will be able to access the feature after the provisioning is complete." status.

Free tier tenancy is not eligible for creating support requests/live agents, AI "support" is a joke, spit-out "help" links are nothing useful, circularly referencing various obsolete, looping html links with no usable options just to get lost in them.

This whole Oracle thing is a mess, if I had Oracle stocks, I'd be selling them right now.
