Permission for standard folder

Summary:

Hello, I'd like to know if we can set permission for Human Capital Management under shared folder(the standard folder) to specific users. I managed to do that in the custom folder but in the shared folder I get this error message. I changed a few of the privileges under Administration → manage privileges but still the same. I'd appreciate if someone can tell me whether or not this is possible!
