Management require to add attachment mandatory when changing a candidate steps

Summary: Our Management require when a candidate apply on a requisition, the recruiter have to change steps and status as the candidate selection workflow, we have a step called reference check before the offer step, the management needs to have an attachment for the reference check to be mandatory so that the recruiter can't change this step without adding the attachment.
