Country in Demographic info on Family and Emergency contacts redwood page

The country mentioned in Demographic info section on Family and Emergency contacts redwood page is linked to employee's legislative info ? I see that it cannot be changed as its grayed out.

Example: If the employee belongs to Germany and wants to add a contact from Finland, country under Demographic info gives the wrong information.

How can we correct this or if there is any logical explanation for this
