Wage Basis Rule - Local Taxes

I have a challenge with Local Taxes of PA state, which are not following the State Tax Rule where ever applicable to be sync with Local Tax Rules.

We have a Custom Secondary Classification which is tied to a handful of elements.

We have added that on Not Withholdable State Tax & Not Withholdable City Tax - Primary Classification is Supplemental Earnings & Secondary Classification is the Custom that we have created. This is working as expected for the elements associated with custom secondary classification. However, we have noticed that "Asynchronous" local taxes with Primary classifications like Pretax, Imputed Earnings, Supplemental Earnings. Especially, PA State Local Taxes are not working according to PA State Tax Rule.
