Goals are appearing in goal center but not in performance goals

When logged in HR, We can see that there is a Goal under "Goal Center" but there is no goal under "Performance Goals"

  1. Not sure why Oracle provided two screens for HR for same functionality i.e. seeing the goals with an employee
  2. Is this an expected behaviour? bcz for other employees we can see goals at both of the pages.
