Line manager cannot see comp change statement

Setup:

The Workforce Comp plan primary and secondary hierarchy is not based on Line manager/supervisor hierarchy but based on Organization Tree and AoRs assigned based on the top organizations in the tree.Plan access to Comp work area and Workforce Comp work area is restricted based on certain roles as well. The comp statements delivery is set to centrally managed are stored.

Issue:

Once comp change statements are published, line manager for an employee changes, and the new line manager is not able to see the statement under My team> View compensation statement change.
