Unable to access the certs/attachments on Transcripts for termed employees in oracle fusion

Summary:

Hello All, we cannot access the certs/attachments on Transcripts for termed employees in oracle fusion. This is an issue anytime we need to pull any type of attachments from Transcripts for termed employees (audits, legal issues, etc). What can be done to have the same Transcript functionality as we do for Active employees? Are there alternative ways to retrieve this information.
