Error during migration of question library

Summary:

Hi, i'm trying to migrate a question from the question library between our environments. For this i have created a migration package with in it that one question. However when importing that package in our target environment, i receive this error: You need to enter a valid value for the CategoryId attribute.
The exact error message can be seen in attached log file.

What causes this error?
