Worker Business object HDL Data error

Summary:

You must provide a valid reference to the parent record. Ensure that the parent record is supplied in the same file, or has already been created.

When loading worker term data, we are receiving the error shown below. We are passing all the required key information in the file. Could you please let us know if we are missing anything? I have attached a sample file that we are trying to load into the system.
