US_NGTAX_INIT element error during retroactive payroll process?

Hi,

Has anyone seen the US_NGTAX_INIT element error in the screenshot below when running any of their payroll processes? Workers are failing in our retro process with these messages.

Our consultant thinks that this error has something to do with the new US Oracle Payroll Tax Engine (USOPTE). This is the second payroll that we've run using USOPTE. We did not have this issue when running our first payroll with USOPTE.

The workers that are failing in our retro process all have these errors. These are also workers that shouldn't even be showing in the retro process to begin with, as they haven't entered retroactive time. Maybe there are multiple issues here?
