Enable Comments at Parent Level accounts in FCCS

We have a client requirement to enable comments at the FS/parent level in BS and IS reports, so that users can add comments directly on those parent accounts in FCCS. Initially, we attempted to implement this using Grid Notes in EPRCS and then added the reports in FCCS, allowing users to access in FCCS itself. However, the drawback of this approach is that it requires providing EPRCS access, which we cannot extend to all users.
