Time Entry Layout Components: How to set a Time Type to be editable for specific users only.

We have a time type that we set as Read Only (see screenshot below) for both Employee and Time and Labor Manager/Administrator but we need a set of specific users to be able to still edit/update it , how do we achieve that?

Note: Back when Oracle is in Classic, there is a bug that have bypassed this configuration, users are able to edit time entries even if they are set to read only if they are provided with the seeded "Time and Labor Administrator" role, this is not the case in Redwood anymore but we need to replicate that functionality.
