Migrating questions doesn't work with prerequisite questions

Summary:

I have made a question in our Dev environment, and tested migrating it to our Test environment. That question has another question selected as a prerequisite:

But when migrating it, that preresuisite question doesn't migrate with the question in the migration package. I tested it in 2 scenarios: the migration package contains only the new question, and the migration package includes both the new question and the prerequisite question.

But in both cases the prerequisite question doesn't migrate to our test environment.

Is this normal, and is there a way to include that in the migration package?
