Looking to configure Payroll SLA department segment to use Project-Owning Organizations

For my payroll SLA rules, I'm looking to be able to route the department segment to use Project owning organization instead of the cost allocation key segment. When I go into the Account Rule though I am unable to see or select any project costing options.

Any ideas on how to be able to do this?
