Act as a proxy manager - Secondary hierarchy formula :how to list HRBP direct report and how to test

We’re trying to figure out a way to give our HR Business Partners (HRBPs) access to Workforce Compensation for the communities they support.  

HRBP→ Sandra

in Sandra's direct Report → Peter

in Peter's direct Report→Ryan

So we created the below fast formulas

The formula now returns Sandra and Peter. However, if there is more than one person in the direct reports, I’m unable to list them all.

First Question : Should the secondary formula return both direct and indirect reports, or is this controlled by a configuration setting?

Second Question: The formula has been compiled , and I have added debug messages in the Fast Formula. The results returned by the formula are correct.
