Oracle Payroll Default Tax behavior for State and Local taxes

We are implementing Oracle payroll and while going through tax setups, I see the mention of default tax behavior defined by Oracle.

Can someone help describe the default behavior to calculate federal, state and local taxes in Oracle, Oracle document mentions at lot of places that Oracle uses default behavior.

How does this play with Reciprocity rules? Are these part of Oracle delivered reciprocity setups? if not, what Oracle setups are required to achieve it? Oracle documents mention to update non resident status as yes and there is nothing else that talks about additional setups required. why doesn't Oracle know that work address, if different, is not resident address and needs overrides for reciprocity rules.
