How to enable Procurement Dashboard in development instance?

How to enable Procurement Dashboard in development instance? Does this work area require extra licence appart from the regular licensing?

I can see Procurement Dashboard access in Oracle Demo instance with Calvin Roth account but not with other accounts even though other accounts have similar role as Calvin Roth account.

Any quick help will be very helpful!
