How to release pause without revising sales order

Summary:

We configured a Pause rule on the sales order line Extensible Flexfield (EFF). If the EFF value is anything other than INTR-1 / INTR-2 / INTR-3, the fulfillment line goes to Pause (working as expected).

We also configured a Release rule so that when the EFF is updated to INTR-1 / INTR-2 / INTR-3, the Pause should be released and the line should progress.

An integration updates the EFF via API without creating a sales order revision. In this scenario, even after the EFF becomes INTR-1/2/3, the line remains in Pause. We need a way to trigger release rule without revising the sales order once EFF is updated.
