Does IPsec peer to peer connection limited in OCI free tire?

Summary:

I have free tire account in Oracle cloud (OCI). Cloud network is 172.30.255.0/24. I have my house subnet 192.168.35.0/24 connected via IPsec using Opnsense, and my brothers house (192.168.1.0/24) using opnsense router too.

I can't connect from 192.168.35.10 to 192.168.1.10, but
192.168.35.10 - 172.30.255.10 - OK
172.30.255.10 - 192.168.35.10 - OK
192.168.1.10 - 172.30.255.10 - OK
172.30.255.10 - 192.168.1.10 - OK

OCI network diagnostic utility shows that traffic should pass from 192.168.35.10 to 192.168.1.10

I have Phase2 definition for my router local subnet 192.168.35.0/24 remote subnet 192.168.1.0/24 and for my brother's local subnet 192.168.1.0/24, remote subnet 192.168.35.0/24

Is it a limitation of free tire OCI?
