FUTA Balances dont match even after updating TRU-FUTA config

Summary: For FUTA we had setup to 'Bypass Collection' - after switching to USOPTE we realized that the TRU-FUTA needs updates. We set it to Self Adjust - Exempt from tax withholding and retried a quickpay for an employee under that TRU. We see that some balances change due to the config changes. But not all FUTA related balances are matching with what they were under Vertex run - like the 'FUTA Exempt' etc. So, is it an understanding that not all balances will match (Vertex run) with any combination of configs?
