duplicating a requisition error IRC-1590104

Summary:

When we duplicate a req using the Create Requisition Using Existing Requisition if there are Other Locations listed in the Requisition Structure section, we sometimes encounter an error IRC-1590104.

The error message states that the location can't be selected more than once for the primary location and the other locations. However, the same locations are not listed in both fields. In the below screenshot, Eden Prairie is only listed in Other Locations. But the error states that it's in both.

The work around is to delete everything from Other Locations, then proceed. Then we have to go back to fill in Other Locations again.
