On the Move to HR Duplicate Check received a Move to Null Phase In Notification

Summary: When processing a rehire with the Move to HR duplicate check, after creating the updated Offer letter and selecting submit the following came up in the notification, Move it directly to the null phase instead of HR Phase. Why would this happen with no changes to the CSP or application flows.

Content (please ensure you mask any confidential information): This is preventing the offer letter from being completed and the candidate moved to HR seamlessly. We had to "move through the normal process" causing confusion and extra steps.
