Sample HDL File to load School Tax Wage Base Rule

Need a sample HDL file to load Taxability Rule for School Tax. I have tried using TaxabilityRule.dat which we have used earlier for loading WBS at Regional Level, however for School Tax it is not working & giving errors. If we manually Create a row it is successful. Hence, looking for a sample HDL file to load School Tax WBR
