Campaign Re-Entry Rules When Using Program as Source

I have a question about the “Allow contacts to enter campaign more than once” option on campaign canvas in Eloqua.

We are using a Program as the source to feed contacts into a campaign with multiple steps, including wait steps, decision splits, and emails, which can take several weeks to complete.

If this option is enabled, can a contact re-enter the campaign while their previous instance is still in progress, or do they need to reach a true End step/Exit before being eligible for re-entry?
