Is there a way to shorten the sync from 1 hr to a few minutes between IAM and Fusion Bill Management

Description (Required):

Customers are created in Fusion by our Customer Service Team. They set a flag on the record to allow them to use the Customer Portal/Dashboard. The Customers are then synced to the Identity Domain in OCI that was provisioned for this use as the role is defined in the Identity Domain. This is all per the Oracle Documentation, https://www.ateam-oracle.com/post/securing-oracle-fusion-bill-management-with-iam-domains.

Is there a way to sync faster than 1 hour from Fusion to OCI for the External Domain because the delay in syncing the user to the External Identity domain is also causing some concerns as the Customer gets the email before they exist there and then get an error because they are not yet in the OCI External Identity domain.
