How can the Debrief be opened for completed activities without showing a critical error?

How can the Debrief be opened in read-only mode when the activity status is Completed? Currently, a critical error is displayed.

The requirement is that when the activity status is Started, the technician should be able to perform the Debrief normally. When the activity status is Completed, the Debrief should still open without any critical error in read-only mode, allowing users to view the debrief details entered by the technician.
