Trying to roles to a user using Load Data from File

file content is:

METADATA|UserRole|RoleCommonName|PersonNumber|AddRemoveRole
MERGE|UserRole|FND_DIAG_ADVANCED_USER_DUTY|58500230|ADD

Generate file is working fine but Initiate Data Loader is failing.

File uploaded in UCM too

No record in Import

Could it be any security setting or any other reason?
