Unable to Access 'Manage Payment Process Request Templates' – Feature Not Enabled?

We are planning to configure the Payment Request Template. To do this, navigate to Setup and Maintenance > Financials > Payables > Manage Payment Process Request Templates.

However, when you try to search for '' in the Search Tasks, we receive this error:'No tasks associated to the enabled functional areas and features of this offering were found.'

If this is not enabled, how can we enable it?

FYI: I have the Implementation Consultant role.

Objective: To allow non-finance users to encode their own payment requests we must configure Payment Request Templates.
