Course owner access to create and view Self-paced Learning

Hi,

Could someone please help pointing out accesses/roles needed for course owners (regular employee access) to be able to see Learning catalog? I want to utilize Catalog management and allow course owners access through admin view to only their courses + create new courses (with learning admin team to approve prior to publishing).

Has someone investigated on this or maybe have other suggestions on how to enable course owners to enter all of the info needed for the course to be created and view their course enrolments etc in the platform?
