Duplicate Quick Action under Structure

Summary:

As we would like to hide the "Add Check-in Documents" quick action for few specific security role.

When we tried to change the EL Expression, we found that there are 2 "Add Check-in Documents" , does any one know why many of the Performance Quick Action will be duplicated? Thanks
