Unable to Hide Required "Licenses & Certifications" Section for China Legal Entity in VBS

We would like the "Licenses & Certifications" section in VBS to be hidden for employees whose Legal Entity is China. Currently, we are unable to implement this requirement because the field is set as required in VBS, which prevents us from hiding or editing the section based on Legal Entity. Could you please advise if there is a solution within VBS to achieve this, such as making the field not required or enabling conditional visibility for required fields?
