Budget Allocation - summary view calculations

We have a column showing up on the Budget Allocation screen summary view banner that we cannot figure out the calculation for - Miscellaneous Rate 4. I can see where to enable/disable the field, but I can't see where I can view the calculation of the value in this field. When I work through all the other numbers that display for Eligible Salary, Budget amount etc I can tie all the numbers out but the Miscellaneous Rate 4 field has some seemingly random number displaying.

Can anyone tell me how I can view the calculation of this field?
