OFS Activity Duration Override doesn't works

Summary:

We have learned that activity duration statistics were not sufficient so we have disabled "Calculate activity duration using statistics" in Activity Types, and our customer now wants to apply duration overrides in Production before enabling the feature again.

Before proceeding, customer wants to do a testing with override behavior in a Test environment for a bucket.

When we update the override using the REST API, we receive a success response. However, we do not see any change reflected in the GET activityDurationStats response, and the duration behavior does not appear to change.
