Can a Nonworker be an Alternate approver?

Hi,

We wanted to assign a Nonworker (Worker Type and Person Type is Nonworker) as an alternate approver in a workforce compensation plan.

But when i select the Non Worker in the alternate approver, the person is not coming. We tried using advanced option as well.

Can a Non Worker be an Alternate approver?
