Summary:

User is not able to view invoices with status INCOMPLETE .

He get error :You do not have permission to access this information as shown below:

He can view invoices with status VALIDATE, REJECTED OR CANCELLED not those which are INCOMPLETE. It is normal.

User has the Payables Invoice Inquiry role

What access is he missing ?
