Inconsistent behavior for Pending Worker ability to edit DOB and NID

Some Pending Workers are able to add/edit their DOB/NID, some are not and some get the ability after initially being unable to do so from the embedded tasks within the same Onboarding Journey.

We have a single onboarding journey and pending worker role for our US population that is assigned at the time the PW record is created. We are seeing inconsistencies specifically around entering Date of Birth and National Identifier — some see the pencil icon right away and some never see the pencil icon. Then I've had a couple of occurrences where the person did not initially see the pencil but then a day later were able to.
