Pause Rule for Group based on EFF

Requirement: Some lines can fail in Fulfillment system (outside Oracle cloud). We need to pause the fulfilled lines, until all the lines within that Group are fulfilled. And send the lines to Subscription.

Using the Samplepauserules document provided by Oracle (Topic: Send group of lines (shippable, non-shippable) to invoicing), we have built the below pause rule. The issue we see is that line from a different Group is also in Waiting status.
