Run Deduction Report performance is very slow in 25D and 26A

Hello Oracle Experts,

We are using Oracle Payroll and when running the delivered 'Run Deduction Report', the report is slow to complete. Report is taking in excess of 1 hr for a single pay run with @ 1000 employees and in past would only take @10 minutes. No other payroll report is running this slow. We are in prod with 25D release and in non prod 26A. This issue was acknowledged as a bug and the solution was a patch or wait for 25D release, but still the issue persists, what could be causing it to persist? How can we troubleshoot this?
