How to define supply allocation rule in GOP such that any node can steal from any if Rank is same

Summary:

As a workaround to support sub inventory based promising, we are creating a DFF which would default based on the sub inventory entered on the sales order. Using this DFF as an allocation node to split supply. There is no priority of 1 allocation node over another and so we need that the allocation node with same Rank e.g. 1 should be able to steal from one another but when we have the same Rank, it is not stealing supply and just honoring the split percentage.
