ICP Approvals

Summary:

We have a requirement that ICPs submitted by the admin user are auto approved but for every 1 in 10 submissions by that user it requires approval. How would this be achieved, I can't seem to find any information on a 'count' basis in the approvals documentation. Perhaps this is met by other means?
