Security Required for Redwood Supplier Managment

What security is requred for Redwood Supplier Management screen?
If my user selects the Supplier Management tile the screen opens suppliers are returned, but no items are found on the Actions Menu and a "Error response during RestAction" appears.
If the same user goes to the Suppliers (New) icon under the Procurement tab they are able to open up a suplier and edit it.
